The striker was on his way to Goodison Park in January before turning his back to land at Tottenham Hotspur's stadium instead.
The Toffees have now finally signed a season-long deal.
"It's great to join Everton and I'm very happy to be here," he told Evertontv.
"It's been a long time coming to join such a massive club like Everton and it makes me proud."
I had interest from other clubs but Everton attracted me because of the fans, the manager, and the club's history and this is the second time for me.
"I know I didn't move to the club in January because there was uncertainty in the management, but I think it makes my joining now even nicer. I'm very grateful to be at the club and I can't wait to play in front of the fans."
I hope to get many goals and many assists. The manager has clearly improved the squad and there is a process ahead of him that I am very excited about.
"I am very excited to perform and I am very determined to contribute to the whole club. There is not a vein in my body that doubts my quality and I am now very determined to show that to the people at Everton."
