Local residents surrounded the crash site to scoop fuel from a truck when the incident occurred.
Witnesses reported that the fuel spilled onto the road was ignited by sparks from a mobile phone held by one of the fuel scoopers.
The incident occurred along Showboy Road near a gas station in the area.
A bike rider John, who was nearby, detailed the horrific tragedy, but revealed that more than 15 people died in the fire. He said the burned victims included three children and a pregnant woman.
"After the truck crashed, people rushed to the scene of the accident to scoop fuel, then the truck exploded."
"Three children died, and there were more than 15 bodies when I counted them. A pregnant woman who went to buy fuel also died," he said.
State police spokesman Fumilayo Odunlami Omisanya confirmed the incident and said the victims were fuel scoopers.
